With the aim of removing certain shortcomings of the Croatian judiciary, the Miko Tripalo Centre proposes recommendations for increasing the transparency of the judicial system, strengthening the mechanisms for exercising the responsibility of judges and democratizing the election of the State Judicial Council. The recommendations aim at the necessary reforms that can be achieved, first of all by the decisions of the judicial institutions themselves, and then by changes in the law. The proposed changes are designed so that they do not call into question the independence of the judiciary, but strengthen its transparency and accountability mechanisms.

The Miko Tripalo Centre for Democracy and Law organized the State of the Croatian Judiciary meeting, which took place on Thursday, September 30, 2021, in Hall 7 of the Faculty of Law in Zagreb.
The Tripalo Centre wanted to contribute to the public debate on increasing transparency in the Croatian judiciary, with the aim of strengthening its reputation in the public, responsibility and efficiency.
In this context, at the end of last year, the Centre conducted a survey on what Croatian lawyers think about the situation in the judiciary, which was partly prompted by unfavorable results in the EU Justice Scoreboard publication of the European Commission. In addition to the assessment of the situation, our survey also sought the opinion of lawyers and some possible reforms that would respond to the weaknesses observed in the aforementioned publication of the Commission.
In the first part of the meeting, through the presentation of the results of our survey, the participants could hear what lawyers think about the judiciary, while the second part of the meeting was dedicated to a panel discussion on possible measures to increase its transparency and social responsibility.
